WORKFORCE DEVELOPMENT

 HABD is committed to helping our residents achieve self-sufficiency. Workforce Development in public housing is a strategic approach to empowering residents with the skills, education, and opportunities needed to achieve economic self-sufficiency. It goes beyond job placement by fostering long-term career growth through job training, apprenticeships, entrepreneurship support, and connections to high-demand industries. Effective workforce development programs leverage partnerships with employers, educational institutions, and community organizations to create pathways for sustainable employment. Through our various Workforce Development programming, we are equipping communities for success. 

Magic City YouthBuild

In 2022, HABD was the recipient of a $1.5 Million grant from the U.S. Department of Labor to spearhead Birmingham’s YouthBuild program. The program caters to young residents ages 16-24.

Section 3

HABD’s Section 3 Program connects residents with workforce development, employment, and economic opportunities through contracted partnerships with participating employers. Eligible program participants must complete an application (self-certification and skills form) and readiness assessment to help demonstrate which careers they may be best suited for. Once the assessment is complete, the Section 3 team will work to pair program participants with work opportunities that best align with their career interests and skill.

Modified Apprenticeship Program

Modified Apprenticeship Program: Empowering Residents and Building Futures


Our new campaign is open to all HABD residents and individuals who qualify as low-income

and live within the city limits of Birmingham. This is a 6-month initiative that pays $15 per hour

and participants will be required to work 20 hours each week. Participants will receive hands-on

training and experience in maintenance such as plumbing, painting, etc. HABD is partnering with local businesses and industry leaders to facilitate job placement once participants complete the
