Self Sufficiency Programs

Family Self-Sufficiency (FSS)

HABD’s FSS Program is a voluntary program that coordinates housing assistance with public and private resources to enable assisted families to achieve economic self-sufficiency. Through the FSS program, one can develop job skills, education, and training to attain monetary independence and obtain goals and accomplishments. Participants work with a program coordinator to assess their strengths, identify barriers, set goals, and work to achieve them for up to five years.


Resident Opportunity and Self-Sufficiency (ross)

Public Housing residents, House Choice Voucher participants, and the RAD Conversion (PBV) or (PBRA) Heads of Household are eligible to participate. RESIDENT OPPORTUNITY AND SELF-SUFFICIENCY (ROSS) HABD’s ROSS Program is designed to assist residents of Public and Housing as they progress toward economic and housing self-sufficiency. This program promotes the development of local strategies to coordinate assistance under the Public Housing program with public and private resources for supportive services and resident empowerment activities. Participants work with Service Coordinators who assess the needs of participants to increase earned income, reduce or eliminate the need for welfare assistance, and progress toward achieving economic independence. Services offered in the ROSS Program include:


  • Child Care
  • Adult Basic Education
  • GED Completion
  • Job Training
  • Financial Literacy
  • Health Care Coordination
  • Aging In Place
  • Nutrition
  • Life-Skills Training
  • Parenting
  • Transportation
  • After-School Care


All persons assisted by ROSS Coordinators must be residents of


  • Conventional Public Housing
  • Family – Anyone allowed to live in the unit except Live-In
  • Aides
  • Elderly – Anyone who is at least 62 years of age
  • Person with Disabilities – Under HUD/Social Security Definition
