HABD is committed to repositioning its public housing portfolio to best serve Birmingham residents while remaining aligned with the overall direction of the U.S. Department of Housing and Urban Development. As a result, we’re evaluating the needs of our current properties to ensure each site’s redevelopment effort is the best course of action for current and future residents.
Current Efforts
Southtown
- Development Partner: Southside Development Company
- Approved for demolition and disposition on February 11, 2020
- The former Southtown Court public housing community will be redeveloped into two (2) affordable housing residential buildings for families and seniors as part of a larger Edgehill at Southtown neighborhood.
- The redevelopment of Southtown Court will take place in phases, beginning first with affordable housing, followed by commercial, retail, hospitality, and office space.
Cooper Green
- Development Partners: Paces Foundation and SOHO Partners
- The redevelopment of Cooper Green will be a conversion from Public Housing to Project Based Vouchers under the HUD Rental Assistance Demonstration (RAD) Program.
- 227 total units ranging from 1-5 bedrooms
- Renovation is estimated at $90,000 per unit.
- Estimated construction completion: Spring 2025
smithfield court
- Development Partners: Integral Development and Rule Enterprises
- HABD was awarded a $50M Choice grant from HUD for the redevelopment of Smithfield Court.
- Replacement units will be on a one-for-one basis in mixed-income communities throughout the designated boundaries of the Choice Neighborhood.
- Implementation of the grant is slated for completion in 2031.

Recently Completed Efforts
The Park at Sydney Drive
The Park at Sydney Drive, a 120-unit apartment community in Birmingham's Oxmoor Valley, offers 1-3 bedroom apartments with amenities like washer/dryer connections, energy-efficient appliances, and community facilities. HABD and Hollyhand Development collaborated on the $19 million project.
Villas at Titusville
The Villas at Titusville, formerly known as Loveman Village public housing redevelopment project, has been rebranded and reconstructed to feature a park-style setting with 164 mixed-income family units. In 2016, Phase I of the development received the largest award of Low-Income Housing Tax Credits (LIHTCs) in Alabama's history.
Magic City Housing Development Corporation
About The Program
The Magic City Housing Development Corporation, a 501©(3) subsidiary of HABD, was established in the early 2000s to serve as the arm of the agency committed to real estate acquisition and new affordable housing development.
