The Real Estate Development and Capital Improvement Department’s main function is to support the Housing Authority of the Birmingham District (HABD) goal in implementing sustainable redevelopment initiatives to preserve and increase the supply of affordable housing. The department utilizes HUD programs, private/public partnerships, leveraging of resources and creative funding sources to develop cutting edge housing options for HABD residents. HABD recently approval from HUD to participate in the Rental Assistance Demonstration (RAD) Program to preserve public, and other HUD-assisted housing. This initiative will provide HABD with access to additional funding sources to make needed physical improvements to existing properties within HABD’s portfolio.
